The channel appears to be part of the broader information war that has developed following Russia's invasion of Ukraine. The Kremlin has paid Russian TikTok influencers to push propaganda, according to a Vice News investigation, while ProPublica found that fake Russian fact check videos had been viewed over a million times on Telegram. The perpetrators use various names to carry out the investment scams. They may also impersonate or clone licensed capital market intermediaries by using the names, logos, credentials, websites and other details of the legitimate entities to promote the illegal schemes. To that end, when files are actively downloading, a new icon now appears in the Search bar that users can tap to view and manage downloads, pause and resume all downloads or just individual items, and select one to increase its priority or view it in a chat. On Telegram’s website, it says that Pavel Durov “supports Telegram financially and ideologically while Nikolai (Duvov)’s input is technological.” Currently, the Telegram team is based in Dubai, having moved around from Berlin, London and Singapore after departing Russia. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands.

大西北抗疫關注組武漢肺炎肆虐，政府至今未從源頭根治，留有深圳灣口岸及港珠澳大橋，亦未有足夠社區防疫措施，為整個香港尤其大西北公共衛生造成隱患，增加社區爆發風險。政府罔顧大西北及全港市民安危，本關注組要求政府回應以下訴求：

1. 立刻全面封關，從源頭阻隔病菌襲港
2. 整治關口交通，停止往來大陸運輸
3. 重設隔離診所，與民居保持距離
4. 儘快採購口罩，為基層居民提供保障
5. 全力支援醫護，回應工會罷工訴求

政府無能，市民自救。政府須盡公營機構責任為市民負責！五大訴求，缺一不可！
